NOTICE IS HEREBY GIVEN that the Willistown Township Zoning Hearing Board will meet on Monday, December 8, 2025, at 7:00 p.m., prevailing time, at the offices of the Township located at 688 Sugartown Road, Malvern, Willistown Township, Chester County, Pennsylvania, to conduct such business as may properly come before the Board and to hold a hearing on the following:
Application Z-8-25: Application of Mark and Kathleen Teague which appeals an April 4, 2025 Notice of Violation regarding the use of an accessory apartment on the property, pursuant to §139-123 (Functions: appeals from Zoning Officer) of the Willistown Township Zoning Ordinance. The Applicants also seek a variance from §139-12.G(3)(Use regulations) to permit the use of an apartment dwelling that does not meet the requirements for an accessory apartment, where it is otherwise not permitted in the zoning district. Applicants are the owner of the property which is located at 14 Chetwynd Road, being UPI No. 54-1Q-284.23, in the R3 – Residence District; and such further relief as may be necessary.
Application Z-11-25: Application of Willistown Senior Apartments, LLC which appeals a zoning officer determination, pursuant to §139-123 (Functions: appeals from Zoning Officer), regarding the designation of Industrial Boulevard as a collector street. In addition, the Applicant seeks variances from the following sections of the Willistown Township Zoning Ordinance: §139-75.C (Area, height and special design regulations) to permit the construction of Phase 1 of an age-restricted apartment building with an approximately 57 foot building setback and to permit a patio and gazebo to be located within the 57 foot building setback, where a 75 foot setback from the street line is otherwise required; §139-98.G (Off-street parking space; Residential Parking Requirements) to permit approximately one parking space per dwelling unit where two parking spaces per dwelling unit are required, if necessary; §139-75.2.B(5)(Age Restricted Apartment Development Option) to permit an age-restricted apartment development with a minimum age qualification of 62 years old, where 55 years old is the minimum permitted age qualification; and §139-158 (Natural Resource Protection and Density Calculations), which incorporates the provisions of Chapter 73, Article IV (Conservation of Valued Woodlands and Other Vegetation) of the Willistown Township Code, to permit removal of more than 25% of the trees located in Willistown Township and having a caliper of 6 inches or more, to permit the replacement plantings and trees having at least a five-inch caliper, and to permit planting of replacement plantings on the portion of the property that is located in Tredyffrin Township. Applicant is the equitable owner of the properties located at 27-29 Industrial Boulevard, being UPI Nos. 54-1-2.12 and 54-1-2.13, in the I – Restricted Industrial District; and such further relief as may be necessary.
Application Z-14-25: Application of Diana and Alonzo Ellis which seeks a variance from §139-105.B (Fences or walls) of the Willistown Township Zoning Ordinance to permit the construction of an eight foot fence in the side and rear yards of the property where six feet is the maximum permitted fence height. The Applicants are the owners of the property which is located at 291 Boot Road, being UPI #54-6-20.1A, in the RU – Rural District; and such further relief as may be necessary.
