Sealed bids for the "2026 Resurfacing Contract" will be received by the Willistown Township Board of Supervisors until April 6, 2026, at 1:00 P.M. All bids shall be upon forms furnished by the Township, which may be obtained at the Township offices located at 688 Sugartown Road, Malvern, PA 19355.

All bids shall be accompanied by a certified check or bid bond in the amount of 10% of the bid, made payable to Willistown Township. Envelopes containing bids shall be sealed, marked "Bid Proposal 2026 Resurfacing Contract" and delivered to:

Sealed bids will be opened and publicly read aloud in the Township meeting room April 6, 2026, at 688 Sugartown Rd, Malvern, PA 19355. Any bid received after April 6, 2026, deadline of 1:00 P.M. will be returned to the bidder unopened. 

The Project includes the paving of various township roads. The Prevailing Wage Act 442 applies to this project. All materials must meet current Pennsylvania Department of Transportation Specifications. All quantities are approximate. Payment and Performance Bonds in the full amount of the contract and required insurance documents will be required prior to contract acceptance. 

Item #1:41,165 Sq. Yds. Full Width Milling to a Depth of 1.5 Inches.

Item #2:Deliver  and  Place 3,805 Tons 9.5mm  Superpave  PG64-22S .3 to <30 Million ESALS (No Substitutions Allowed) to a Compacted Depth of 1.5 inches.

Item#3:Deliver and place 190 Tons 9.5 mm Superpave PG64-22S .3 to <30 Million ESALS (No Substitutions Allowed) Leveling Course as needed.

Item #4 Deliver and Place 190 Ton 19.5 mm Superpave PG64-22S .3 to <30 Million ESALs (No Substitutions Allowed) Base Course compacted at a minimum depth of 2.5 inches as needed.

NOTICE IS HEREBY GIVEN that the Willistown Township Zoning Hearing Board will meet on Wednesday, March 25, 2026, at 7:00 p.m., prevailing time, at the offices of the Township located at 688 Sugartown Road, Malvern, Willistown Township, Chester County, Pennsylvania, to conduct such business as may properly come before the Board and to hold a hearing on the following:

Application Z-14-25: Application of Diana and Alonzo Ellis which seeks a variance from §139-105.B (Fences or walls) of the Willistown Township Zoning Ordinance to permit the construction of an eight foot fence in the side and rear yards of the property where six feet is the maximum permitted fence height. The Applicants are the owners of the property which is located at 291 Boot Road, being UPI #54-6-20.1A, in the RU – Rural District; and such further relief as may be necessary.

Application Z-01-26: Application of Ted and Barbara Friedman which seeks a variance from §139-13.C (2)(Yards) of the Willistown Township Zoning Ordinance to permit the construction of a pool pavilion which will encroach approximately 20 feet into the required 40 foot side yard setback. The Applicants also seek a variance from §139-94.B (Yard exception for accessory uses and buildings) to permit an accessory structure with a footprint larger than 150 square feet to be located in the required yards for the construction of a pool pavilion which will have a footprint of approximately 445 square feet and height of approximately 10.75 feet The Applicants are the owners of the property which is located at 13 Fox Chase Road, being UPI #54-4-40, in the RU – Rural District; and such further relief as may be necessary.

Application Z-02-26: Application of Dmitry Yashin which seeks a variance from §139-159 (Riparian Buffer Area (RBA) Conservation District) of the Willistown Township Zoning Ordinance, which incorporates the provisions of Chapter 73, Environmental Protection, Article XII (Riparian Buffer Area (RBA) Conservation District) of the Willistown Township Code, to permit the installation of a swimming pool within the Zone 2 Riparian Buffer Area where it is not otherwise permitted under §73-62.B.(1)(Permitted uses). The Applicant is the owner of the property, which is located at 130 Jaffrey Road, being UPI No. 54-3-306, in the RA – Residential District; and such further relief as may be necessary.

Application Z-03-26: Application of Garrett Mill Farm, LLC which seeks a special exception pursuant to §139-90.B(2)(Extension) of the Willistown Township Zoning Ordinance to permit the extension of an existing nonconforming building by constructing a home addition to the existing single-family dwelling, which is presently located within the required front yard setback. Alternatively, the Applicant seeks a variance from §139-90.B(2)(c) to permit the extension of the nonconforming building which will not conform to the area and height regulations of the zoning district, where it is otherwise required. The Applicant is the owner of the property, which is located at 978 Garrett Mill Road, being UPI No. 54-8-11, in the RU – Rural District; and such further relief as may be necessary.

NOTICE IS HEREBY GIVEN that the Willistown Township Zoning Hearing Board will meet on Tuesday, March 31, 2026, at 7:00 p.m., prevailing time, at the offices of the Township located at 688 Sugartown Road, Malvern, Willistown Township, Chester County, Pennsylvania, to conduct such business as may properly come before the Board and to hold a hearing on the following:

Application Z-14-24: The amended Application of HK Industrial Blvd LLC, asserts a substantive validity challenge to §§73-13.A(1)(a), 73-13.A(1)(b) and 73-11.1(F) of the Willistown Township Environmental Protection Ordinance (EPO), which has been incorporated by reference into the Township’s Zoning Ordinance, and §139-107.B (Conservation requirements) of the Zoning Ordinance; and, in the alternative, seeks variances from §139-107.A (Conservation requirements), of the Zoning Ordinance, which incorporates the provisions of Chapter 73, Environmental Protection, Article III (Conservation Plan Requirements) of the Willistown Township Code, as follows: §73-13.A(1)(a) to permit the disturbance of 66.8% of trees having a caliper of six inches or greater existing on the lot, where only 25% of such trees are permitted to be disturbed; §73-13.A(1)(b) to permit the proposed landscaping plan (including 412 new trees and 508 new shrubs), where the ordinance otherwise would necessitate the planting of 423 trees with a caliper of five inches or greater; and §73-11.1(F) which provides that no more than 50% of an individual lot may be comprised of protected lands; and §139-107.B (Conservation requirements) of the Zoning Ordinance to permit the removal of 47 trees of desirable species with trunks greater than 18 inches in circumference at chest height, where otherwise not permitted, for the proposed development of the property located at 14 Industrial Boulevard, being UPI No. 54-1-2.17, in the I – Restricted Industrial District; and such further relief as may be necessary.

Willistown has begun a Township-wide Circulation Study. The Study aims to assess movement throughout the Township via trails, sidewalks, and other non-motorized methods of travel and recreation focusing on connecting people – most specifically pedestrians, equestrians, and cyclists – to destinations and resources and providing routes for passive recreation. 

PennDOT has announced upcoming PECO work impacting Willistown Township. Beginning on Monday, March 2, PECO will be performing utility construction and improvements to natural gas infrastructure on Paoli Pike in Willistown Township.  

 Location and Timing

• Work is expected to begin on or after Monday, March 2 on Paoli Pike from Frazer Ave to S Cedar Hollow Rd and on Fairview Rd from Paoli Pike to Gable Rd. 
• During work hours, Paoli Pike will be closed, and drivers will be directed to use Devon Rd, Darby Rd and U.S. 30 (Lancaster Avenue).
• Work will be performed Monday through Friday from 9 AM to 3:00 PM, weather permitting.
• The project is expected to be completed by July 31, 2026. 

 Local access will be maintained at all times. Drivers are advised to allow extra time when traveling near the work area or along the detour route because backups and delays may occur.

PECO Energy will complete this project under a PennDOT Highway Occupancy Permit. 

Residents in the impacted area were sent a letter by PECO with additional information and customer contact.
