Circulation Study Underway

Willistown has begun a Township-wide Circulation Study. The Study will assess movement throughout the Township via trails, sidewalks, and other non-motorized methods of travel and recreation focusing on connecting people – most specifically pedestrians, equestrians, and cyclists – to destinations and resources and providing routes for passive recreation.

We want to hear from you!

This Study includes opportunities for public participation, and we want to hear from YOU! There are two main ways for residents, and other members of the public, to participate in the Circulation Study: Help build our Interactive Map-Based Survey or come to a Public Workshop.

Map-Based Survey

Public Workshops

The Township will hold two workshops to receive public input, one in the north of the Township and one in the south. These in-person Workshops will be identical; please plan to attend ONLY one so we can hear from as many residents as possible.

Why a Circulation Study? 

The Willistown Township Comprehensive Plan, Guidelines for Growth and Sustainability, calls for this Study as a strategy for providing community facilities and services in the Township. As the Comp Plan notes, “The main circulation goals of Willistown Township are to continue and enhance the efficiency and safety of the current circulation system while better accommodating pedestrian and bicycle traffic and preserving the rural character of the community.”

In late 2025, the Board of Supervisors brought on Bowman Consulting to lead the Study. In the first quarter of 2026, staff worked with the Bowman team to catalog and assess existing conditions and plans. Next, Bowman will lead the data collection efforts via the Map-Based Survey and Public Workshops.
